Summary
The recent mandate update for NEOCLOUD passed and will execute shortly, but the proposal as submitted also switched off rebalancing via optimistic governance as a side effect. That was not intended. This RFC re-enables rebalancing via optimistic governance, nothing else.

Abstract
If the change is implemented, rebalancing via optimistic governance will be re-enabled on NEOCLOUD. It is important this proposal be executed AFTER the original proposal that disables optimistic rebalancing.
Problem Statement
NEOCLOUD is going to have rebalancing via optimistic governance turned off when 64955310759065022842482900482818403684771413050179408563078460236767611195056 executes.
Rationale
Rebalancing via optimistic governance is a new feature of the Reserve ecosystem that the AI DTFs are trying out. The other 4 AI DTFs have it on.
Risks
- It is a restoration of the prior state rather than something new.
- Background: Optimistic governance allows the 2-of-5 multisig optimistic proposer 0xF770497BC14dA0E88F65A5C446484c7CEcbEA661 to propose rebalances that get passed unless a 1% veto threshold is reached.
