ETHplus Upgrade to Release 4.2.0 and Removal of Legacy Onchain State 17-04-2026

Rational: As the work of this proposal stands on the shoulders of delegate giant Ham and most of these upgrades were before my more interactive time with Reserve, I somewhat follow Ham’s lead on this one. But that being said, his arguments and explanation were all very sound.
